Even Christ Himself "was in all points tempted like as we are, yet without sin" (Hebrews 4:15). Therefore, verse 16 encourages us to "come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need." Since Jesus understands what it feels like to be tempted (not just temptation to sin, but also life's heartaches, suffering, losses, betrayals and pain), He wants to help us.
I love that Scripture passage! This promise applies to every born-again child of God. Jesus' paid for our sins with His precious blood. If the Old Testament high priest entered into the holy place without the blood of a slain lamb, God killed him instantly. There can be no remission of sins without blood (Hebrews 9:22). It wasn't enough to just kill the lamb. The blood had to be applied to the mercy seat. Likewise, it wasn't enough for Jesus to merely die on the cross. His literal liquid blood had to be sprinkled upon the heavenly Mercy Seat (Hebrews 9:12, 22-24; 10:1, 12:24).

1st Peter 5:7-9, "Casting all your care upon him; for he careth for you. Be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour: Whom resist stedfast in the faith, knowing that the same afflictions are accomplished in your brethren that are in the world." As Christian brethren we all deal with the same burdens, sins and frustrations in life. Jesus understands our problems, sadness, grief and temptations, because He suffered and experienced all of them Himself.
Moses warned Pharaoh and the people about the Lord's coming tenth plague upon Egypt. The firstborn of every human and animal would die. The Hebrews were carefully instructed by Moses how to protect the firstborn from being killed. The people were instructed to kill a male lamb, one without spot or disease (blemish). They were to take that blood and apply it to the doorposts of the home. Exodus 12:13, "And the blood shall be to you for a token upon the houses where ye are: and when I see the blood, I will pass over you, and the plague shall not be upon you to destroy you, when I smite the land of Egypt."

The Lord said "WHEN I SEE THE BLOOD"! The death angel was looking for THE BLOOD, not the dead lamb in the backyard. Likewise, John MacArthur is a liar, who says that Jesus' blood soaked into the ground at Calvary's cross, and that Jesus' blood is not in Heaven at all. We know from the Word of God that Jesus' blood had to be applied to the heavenly Mercy Seat. That blood is still sprinkled on the Mercy Seat in heaven today. Jesus is the Lamb of God who taketh away the sin of the world (John 1:29). All we need to do to be saved is to trust Him, believing that He did it all for us through His sacrifice on the cross.
If you are a child of God. I mean, if you have been born-again. You get born-again by acknowledging to God you are a guilty sinner, and by faith alone you receive (trust upon) the GOOD NEWS (Gospel) that Christ died for your sins on the cross, was buried, and three days later He bodily resurrected from the dead. (1st Corinthians 15:1-4). If you are saved, then you have every RIGHT to boldly come before the throne of God to obtain mercy to FIND GRACE TO HELP IN TIME OF NEED. I love that promise! I don't know about you friend, but I need God's help all the time!!! I dare not attempt to go it alone in life, not for 5 seconds. I need God.
